

1. Downtown Street Performers/Busking - Approved restrictions on street performances and soliticing in the downtown area. The restricted area includes the south side of Avenue A to the north side of 1st Avenue and from the west side of the Prom to the west side of the Necanicum River.
2. Short-Term Rentals - Discussed three amendments related to short-term renatls (STR): 1) Business License Transferability - modified language to better define what constitutes a familial relationship related to tranfers through inheritances, 2) Inspections - implemented more objective building code standards for inspections, 3) Prior Qualifying Properties - allow properties that would have qualified under the old ordinance a 90-day period for STR applications.
3. Homeless Camp Management - Approved an agreement with Clatsop Community Action (CCA) for homeless camp management services. The agreement would shift the management of the camp from the Seaside Police Department's Community Resource Officer to CCA. The shift would provide increased coverage, better subject matter expertise, enhanced connections to service providers, and less burnout for the Community Service Officer.
4. Clatsop-Nehalem Confederated Tribes Sign - Approved an agreement with the Clatsop/Nehalem Confederated Tribes to erect a 10'x5' "Neacoxie Village" sign on tribal land near Gateway Park on Highway 101. The City of Seaside will take responsibility for submitting an application to ODOT, while the Clatsop-Nehalem Confederated Tribes will take responsibility for everything else including erecting, maintaining, and securing insurance for the sign.
5. North-North 40/Pacifica Property - Approved a development agreement with Related Northwest Development LLC for the North-North 40 housing project (Resolution 4055). The project will include 69 units of affordable housing. The City of Seaside will not be paying any money for the property development, but will be foregoing any future income.
